How to create a blank static page if there is no data source ?

Create the static page as usual, ie Create design *.jrxml , Jasper , pass parameters , Result data source .

1.While creating the fields make sure to set the property “Blank when null” of the field.
2.Set In Report properties → more → when nodata → “All sections no data”

Use of this facility.

You can use same form to be used for filled as well as blank forms can also be printed.
You can use as pre printed templates.
